Anna Mikulska, PhD – Fellow at the Center for Energy Studies at Rice University’s Baker Institute for Public Policy. Her research focuses on the geopolitics of natural gas and energy security within the EU, former Soviet Bloc and Russia. In addition, she looks at the domestic and global effects of the U.S. shale revolution and engages in work on global energy transition. Mikulska is also a senior fellow at University of Pennsylvania’s Kleinman Center for Energy Policy, where she teaches graduate-level seminars on energy policy, and she sits on the editorial board of the Adam Mickiewicz University Law Review. Graduate of the Military University of Technology, Police Academy in Szczytno and Collegium Civitas. At the National Defence University of Warsaw he completed doctoral studies in the field of management of public institutions and obtained a doctoral degree on the basis of a thesis entitled “The role of the Head of the Technical Protection Department in Polskie Sieci Elektroenergetyczne S.A.”. He received his doctoral degree on the basis of a thesis entitled “Managing the security of public persons”. He gained his professional experience in technical and combat structures. He served, among others, in the engineering and armoured troops, the Special Branch of the Military Police and the Government Protection Bureau. He commanded subunits in international military missions abroad. Repeatedly awarded for the implementation of complex mandate tasks and support for allied subunits. He was a member of international expert groups on terrorist threats. He is the author of a number of solutions for the cooperation of state services, which have been successfully implemented. Within his research interests he focuses on security management. He tries to combine knowledge from different fields of science in order to analyse available models and create new ones.
Jarosław Dybowski – Power Generation, Executive Director PKN ORLEN
Jarosław Dybowski is an experienced manager with over 20 years of experience in management positions in companies with Polish and foreign capital. Since 1985 his profession is power sector. An active participant in strategic development processes on Polish and European energy markets. He has extensive expert knowledge on energy markets (electricity, gas, coal, certificates) in Poland and in the countries of Central and Southern Europe. He co-created and implemented strategies for generating, trading and sales of energy in many domestic and foreign companies. In PKN ORLEN he is responsible, among other activities, for development of off-shore wind farm projects.

A graduate of Warsaw University of Technology, University of Warsaw and Warsaw School of Economics. He has MBA Diploma from the University of Illinois, Chicago, and has participated in many international training seminars (Germany, France, England, Italy). Maciej Jakubik – Executive director of Central Europe Energy Partners (CEEP) since October 2016. He has been a diplomat and civil servant for several years working in Polish public administration, EU institutions and international organisations. Prior to CEEP, worked in the Ministry of Foreign Affairs in Warsaw, in the Embassy of Poland in Moscow, EU Delegation in Kiev and the Chancellery of the President of Poland where he dealt with foreign and energy affairs.

Prof. Piotr D. Moncarz – Stanford University (USA)
He graduated from the Surveying and Road Technology School in Poznań in 1968 and from the School of Engineering in the Stanford University with Ph.D. in 1981. He is an Adjunct Professor at Stanford University, where for 30 years he has been teaching post-license level. Since 1980 he has been an employee of the world’s leading Exponent Failure Analysis Associates (www.exponent.com), where today he holds the highest professional title of Senior Fellow. In 2017 he was admitted to the National Academy of Engineering in the United States. He specializes in research and prevention of engineering and scientific disasters. Paweł Kowal Professor in the Institute of Political Studies at the Polish Academy of Sciences, is a political scientist, historian, columnist, expert on Eastern policy, co-founder of the Museum of the Warsaw Rising, postdoctoral research fellow at the College of Europe Natolin, lecturer at the University of Warsaw and Chairman of the Scientific Council of the Research Station of the Polish Academy of Sciences in Kyiv. mjr rez. Jarosław Stelmach, PhD – Owner of a consulting and training company Safety Project, dealing with audits and training in the area of security, including anti-terrorism. A graduate of Tadeusz Kościuszko Land Forces Military Academy and the Faculty of Law and Administration of the University of Wroclaw. He obtained his PhD degree in security sciences at the Police Academy in Szczytno, defending his doctoral thesis on limiting the effects of terrorist attacks in public buildings. He gained professional experience in aeromobile army units as well as field and special military police. He completed a number of courses and trainings, including a specialist course for U.S. Air Force police officers and a course for police operation commanders and police negotiators. He performed the tasks of a negotiator in the Military Gendarmerie and directed preventive actions during the security of ceremonies and military undertakings. His research interests focus on anti-terrorism, police negotiations, legal and institutional dimensions of national security. He is the author of a number of monographs and scientific articles in this area. He has current entries on the lists of qualified security personnel and technical security. Organizer of the anti-terrorist security congress of SAFE PLACE facilities. External expert in the MSWiA task force on AT IK security in 2017-2018.
Dominik P. Jankowski – Security policy expert, diplomat and think-tanker. Currently works as a political advisor and head of the Political Department at the Permanent Representation of Poland to NATO. Previously, he worked, among others, as Head of the OSCE and Eastern Dimension Security Department at the Ministry of Foreign Affairs of the Republic of Poland and Head of the Strategic Analysis Department at the National Security Bureau. He started his career in the General Staff of the Polish Army. His publications have been published in 20 countries around the world. He graduated from the SGH Warsaw School of Economics, the National Defence University of Warsaw and the Diplomatic Academy of Vienna. He conducted scientific research at the Jan Gutenberg University in Mainz (2013) and graduated from the Bucerius Summer School organized by the “Die ZEIT” Foundation. (2014). He received prestigious scholarships from the German Marshall Fund (2012 Marshall Memorial Fellow), the French Ministry of Defence (2012 Personnalité d’avenir défense) and the Center for European Policy Analysis (2019 James S. Denton Transatlantic Fellow). Since 2014, he has been a member of Munich Young Leaders (an initiative of the Körber Foundation and the Munich Security Conference).

He served as Advisor to the Minister of National Defence. Member of the advisory team of the Senate of the Republic of Poland in the field of consulting on information on environment handling processes. Consultant of research and scientific projects on the phenomena of information, psychology, security of information environment, security of decision making process. Co-creator of INFO OPS COMMANDER™ tools. He conducts lectures and workshops on information and psychological operations at universities and in state administration. He conducts training in information struggle for teams with the ability to conduct non-kinetic activities. He conducts research on cognitive processes, including the models of cognitive control. Originator and coordinator of the first INFO OPS EXE™ information environment security exercises in Poland, covering activities in the field of active and passive recognition, active defense, informational and psychological operations, including protection of the decision-making process in the virtual, physical and cognitive dimensions. Maciej Pyznar has several years of experience in the field of broadly understood security. Ewa Mataczyńska, PhD – Expert of the Ignacy Łukasiewicz Energy Policy Institute. Doctor of Economics title awarded by the Institute of Economics of the Polish Academy of Sciences in Warsaw. Representative of PGE Dystrybucja in E.DSO (European Distribution System Operators’ Association), member of E.DSO Technology Committee and TF Flexibility Coordination Mechanisms. Author and co-author of about 60 scientific papers on the energy market, gas, related products, forecasting and optimisation. Mateusz Szablicki, PhD – Expert at PSE Innowacje sp. z o.o., Assistant Professor at the Department of Electrical Power Engineering and Systems Control at the Faculty of Electrical Engineering of the Silesian University of Technology. Member of the SEP, PTETiS, SEP’s Power Automation Committee and the Energy Committee of the Polish Academy of Sciences, Katowice Branch. Agnieszka Legucka, associate professor – is an analyst of Russia in the Eastern Europe Programme at the Polish Institute of International Affairs (PISM). She deals with Russia’s foreign and internal policy, security issues and conflicts in the EU’s eastern neighbourhood, Russian disinformation and hybrid threats. Anna Kucharska, PhD – Doctor of social sciences in the discipline of political sciences, assistant at the Institute of Political Sciences and International Relations of the Jagiellonian University and expert at the Institute of Energy Policy of Ignacy Lukasiewicz. Scholarship holder at the University of Duisburg-Essen in Germany, a member of the Polish Society of Political Sciences and the Polish Society for International Studies. Michał Wojnowski, PhD – (independent expert) author of several specialist studies published in the Internal Security Review and reprinted in periodicals of services in Romania and Ukraine, author of a number of expert opinions for such bodies as the Sejm of the Republic of Poland, Minister Coordinator of Special Services and the National Security Bureau, specialist in the field of hybrid, sabotage and propaganda activities of Soviet and Russian state security bodies.
Mr. Juan Marco enrolled in E.DSO seconded by I-DE as Senior Technical Advisor in May 2018, and became Principal Director in November 2019. Juan provides support in all technical and industrial aspects of E.DSO representation role and Project development in smart grids related technologies. He also represents E.DSO in specialised platforms and working groups where the Association is active. Roberto Zangrandi joined E.DSO as a Special Adviser on secondment from Enel Group of Italy in 2014 and was appointed Secretary General in March 2017. He had been previously running Enel’s European Public Affairs office in Brussels.
