For 12 years he worked as a specialist and manager in marketing and sales departments of such companies as FAKRO or REYNAERS. Originator and co-founder of ML System S.A., which he successfully floated on the main floor of the Warsaw Stock Exchange in June 2018. Co-creator of the Company's development strategy based on the development and transfer of research results to industrial scale. Originator and implementer of the Photovoltaic Research Centre of ML System S.A. Co-creator of the market for BIPV and Smart City products. Co-author of 14 patent applications (including 10 granted patents), 6 utility models covered by protection law and publications in the field of photovoltaic cells and modules. Winner of an Award from the Polish Business Roundtable in the category of 'Vision and Innovation'. PhD Arkadiusz Sekściński
Arkadiusz Sekściński holds a PhD in social sciences (political science) from the University of Warsaw. He was the organiser of the Internal Security study programme focusing on Energy Security, and a lecturer in such subjects as “Poland’s Energy Policy”, “Energy Policies of Contemporary Countries”, “Renewable Energy Sources” and “Planning and Financing Investment Projects in the Energy Sector”. Author of research articles in Polish and English. He received his Master of Business Administration an MBA Energy programme at Lazarski University. Mr Sekściński started his professional career in the energy sector in 2007, working as a consultant in companies providing advisory services to businesses operating in the heat and power sector. From 2011, he served as director and member of the Management Board of the Polish Wind Energy Association. In 2016, he joined PGE Energia Odnawialna S.A. where, as Vice President and acting President of the Management Board, he supervised investment projects, innovation, operation of generation assets, communication, human resources and security. He served as president of special purpose vehicles responsible for the construction of onshore wind farms and development of wind farm projects in the Baltic Sea. He was also Head of the Photovoltaic Development Programme at the PGE Group.

Adam Guibourgé-Czetwertyński
Graduate of HEC Paris and the history faculties of the Paris IV-Sorbonne University and the University of Warsaw. In 2013, he began working at the Ministry of Environment as part of the Climate Negotiators Team at the United Nations COP19 Climate Summit in Warsaw. Previously, he had gained experience in the field of finance in the private sector. In 2015-2018, he headed the Environmental Department at the Permanent Representation of the Republic of Poland to the European Union in Brussels, where he negotiated draft legislation on the environment and climate in Council working groups. In 2018, he served as the chief negotiator of the Polish Presidency of COP24 in Katowice, preparing a package of decisions implementing the Paris Agreement, the so-called Katowice Rulebook. In 2019, he once again became the head of the Environmental Department at the Permanent Representation of the Republic of Poland to the EU.
Wojciech Kamieniecki, PhD. Eng.

A graduate of the Faculty of Automatic Control and Computer Science at the Silesian University of Technology, Doctor of Economic Sciences in the Discipline of Management Science at the University of Szczecin. Manager with many years of experience in management of enterprises and large projects in the telecommunications industry. An expert in the field of modern technologies and management. Author of a number of scientific publications in the field of development strategy, enterprise management and enterprise value creation. He started his professional career in the business sector at WSK "PZL-Mielec" S.A. where he led to the separation of the telecommunications operator activity from its structures and to the creation of Przedsiębiorstwo Telekomunikacyjne "Centrala" Sp. z o.o. (later: Multimedia Polska S.A. - Mielec Sp. z o.o.). Negotiator of contractual forms of sale, activation and merger of companies. Manager with many years of experience in management of enterprises and large projects in the field of telecommunications (Multimedia Polska S.A., Nordisk Polska Sp. z o.o., EXATEL S.A.) and photovoltaic industry (Mielec PV S.A.). Expert in the evaluation of projects related to the construction of regional broadband networks and last mile networks. General Director of the largest regional broadband network construction project in Europe (Internet for Mazovia). In 2016-2018, he was Director of the Research and Academic Computer Network (NASK), where he co-created and led, among other projects, the creation of the National Cyber Security Centre, the National Education Network, the merger of NASK with the Institute of Mathematical Machines. Under his leadership, NASK gained the status of a State Research Institute, and a national-level CSIRT started operating in the Institute under the Act on the National Cyber Security System. In November 2018, he was appointed to the Council of the National Centre for Research and Development, where he served as Chairman of the Finance Committee. From 30 July 2019. Director of the NCRD.
Mateusz Radecki
Vice-President of the Management Board of PERN S.A. He is a graduate of the Gdańsk University of Technology. He also did his diploma practice with a defence at EDF R&D/EDF GROUP in Paris. He has a broad, long-term experience in strategy building and people management. He managed technical teams, sales teams and teams responsible for investment planning. He managed changes in large teams. Among other things, he conducted centralisation processes, high value negotiations, including acquisitions, and implemented a new organisational culture based on values and management by objectives. Maciej Jakubik
Expert at Polskie Sieci Elektroenergetyczne since November 2020, where he deals with international projects in the field of communication, public affairs and strategy. From 2016 to 2020 he served as director of Central Europe Energy Partners (CEEP) in Brussels. Previously, he was a diplomat and civil servant in Polish public administration, EU institutions and international organisations. He worked, among others, in the Ministry of Foreign Affairs, the Polish Embassy in Moscow, the EU Delegation in Kiev and in the Chancellery of the President of Poland, where he was in charge of foreign affairs and energy security Graduate of the Institute of Political Science and Eastern European Studies at the University of Warsaw and of advanced European studies at the College of Europe. He also studied at the Institut d'Etudes Politiques in Lyon and at Moscow State University. He has completed various courses on the energy sector and energy security at, among others, NATO, Florence School of Regulation and Collegium Civitias.

Graduate of the Higher School of Administration and Business in Gdynia, Faculty of Management (major: Human Resource Management and Enterprise Management). He started his professional career in 1983 as an expeditor with the Gdańsk Sea Trade Port Authority. From 1990 to 2006 he worked at the Polish branch of Société Général de Surveillance, a Swiss company providing inspection, verification and certification services. His last position there was Director of the Oil, Gas & Chemicals sector. In 2002, he passed the examination for candidates for supervisory board members in State Treasury companies. He expanded his professional experience working, among others, as Chairman of the Supervisory Board of Polskie Linii Oceanicznych, President of the Management Board of Superfish S.A., Chairman of the Supervisory Board of Energa Operator, Chairman of the Supervisory Board of Energa Wytwarzanie and running his own business in Grzegorz Strzelczyk Konsulting – GSK. Between 2006 and 2008, he served as Vice President of the Management Board, Director of Restructuring and Development of the then PPiEZRiG Petrobaltic S.A., while on 8 June 2016 he was appointed by the Supervisory Board of LOTOS Petrobaltic S.A. to the Management Board of the company in the rank of Vice President of the Management Board, Director of Maintenance and Logistics. On 21 September 2018, he was appointed by the Supervisory Board as President of the Management Board of LOTOS Petrobaltic S.A. VI term of office, a position he continues to hold.

Director of the Electricity and Gas Department at the Ministry of Climate and Environment with many years of experience working in public administration in expert positions and as Deputy Director of the Oil and Gas Department at the Ministry of Energy, and previously at the Ministry of Economy. Secretary of the Supervisory Board of Gas Transmission Operator GAZ-SYSTEM S.A. Member of the Administrative Board of the Agency for the Cooperation of Energy Regulators (ACER). He has lectured on energy law issues at, among others, the Vienna European Energy Law Forum. His current professional interests are focused on issues related to the oil and energy sector, both at governmental and industrial level.
Prof. Piotr Koszelnik, DSc, PhD, Eng.
Rector of I. Łukasiewicz University of Technology in Rzeszów. Graduate of the Faculty of Chemistry at the Rzeszów University of Technology, doctor of technical sciences (Lublin University of Technology) and habilitated doctor of technical sciences (Warsaw University of Technology). In 2020 he was awarded the title of professor of engineering sciences. Since 1996 professionally connected with Ignacy Łukasiewicz Rzeszów University of Technology, serving, among others, as Dean of the Faculty of Construction, Environmental Engineering and Architecture in 2012-2019. Moreover, manager of research projects, promoter and reviewer of doctoral theses and member of the habilitation committee. Author of scientific publications and monographs, and reviewer of dozens of manuscripts for major journals and the Welsh Government's European Regional Development Fund grant scheme. He has participated in the preparation of projects with partners from universities in Italy, Sweden, the Netherlands and Ukraine. He is a member of the Committee on Environmental Engineering of the Polish Academy of Sciences (Vice-Chairman of the Committee in the term 2020-2023) and the Scientific and Programme Council of the EKOSKOP Association. He is also a member of the Polish Association of Sanitary Engineers and Technicians and the Polish Limnological Society. Since 2010, a member of the Voivodeship Commission for Environmental Impact Assessment. Honoured with, among others: Medal of the National Education Commission (2015) and Bronze Cross of Merit (2014).
Prof. Jarosław Sęp, DSc, PhD, Eng.
Professor of technical sciences, specialist in the field of production process management and optimisation, Vice-Rector for development and cooperation with the environment of Ignacy Łukasiewicz Rzeszów University of Technology, first Deputy Rector in the term 2020-2024. In 1988 he graduated from the Faculty of Mechanical Engineering and Machine Construction at the present Faculty of Mechanical Engineering and Aeronautics of Rzeszów University of Technology and was employed in the Department of Machine Technology, where he works continuously until today. In February 1995 he was awarded the degree of Doctor of Science, and in 2007 the degree of Doctor of Technical Sciences in the discipline of machine construction and operation. Based on the decision of the President of the Republic of Poland of 28 July 2014, he was awarded the title of Professor of Technical Sciences. Prof. Jarosław Sęp's scientific and research activities focus on issues related to the discipline of mechanical engineering. After taking up the position of the Vice-Rector of the Rzeszów University of Technology, he has been actively involved in activities related to hydrogen economy. Among other things, she participates in the creation of the Podkarpackie Hydrogen Valley. He is a member of several organisations, including vice president of the Polish Tribological Society and vice president of the Polish Production Management Society, member of the Committee on Mechanical Engineering of the Polish Academy of Sciences (since 2016) - chairman of the Exploitation Section. He participated in the implementation of more than 50 scientific and research projects and works commissioned by external entities, he is the author or co-author of 30 expert reports and opinions. He received numerous awards from the Rector of Rzeszów University of Technology. He was a scholarship holder of the Foundation for Polish Science for Young Science Workers. In 2016, he was awarded the Golden Cross of Merit and the Medal of the National Education Commission.

Paweł Jakubowski
President of the Management Board, Naftoserwis sp. o.o. Manager and expert in the energy industry for 15 years. He started his career at the Ministry of Economy, where he was responsible for overseeing key diversification projects in Poland, i.e. the LNG Terminal in Świnoujście and gas supplies from Norway. From 2007 to 2009, he worked for Polskie Górnictwo Naftowe i Gazownictwo S.A. in the Research and Development Office. In 2009, he joined Gaz-System S.A., where he was involved in the development of the company's long-term strategy and supervision over Polskie LNG S.A. As Director of the Development Division he was responsible for development and implementation of a multi-annual investment programme for new gas infrastructure in Poland, in particular concerning the so-called Northern Gateway. With partners from Denmark and Norway, he negotiated the business framework for the Baltic Pipe project, culminating in the signing of the transmission contract. He was also responsible for the development of cross-border connections with Lithuania, Slovakia, the Czech Republic and Ukraine.From 2017 to 2018, he was a Board Member of ENTSOG European Network of Transmission System Operators for Gas in Brussels. Since 2017 he has been associated with Polskie LNG S.A. where he held the position of Managing Director, and since 2018 he has served as President of the Board. During this time, the company has significantly improved its performance in receiving and unloading gas carriers from all over the world, as well as loading tanker trucks. An additional service of loading LNG on ISO-containers was launched. He was responsible for the preparation, launch and implementation of the LNG Terminal Expansion Programme in Świnoujście
Paweł Kowal
Born in 1975 in Rzeszów, political scientist and historian, journalist. He is a professor at the Institute of Political Studies of the Polish Academy of Sciences and Eastern European Studies of the University of Warsaw, and works at the College of Europe in Natolin. Heads the Scientific Council of the Polish Academy of Sciences Representation in Kiev. Co-founder of the Warsaw Rising Museum. Member of the Polish Parliament (2005-2009,2019-), 2006-2007 Secretary of State at the Ministry of Foreign Affairs responsible for Eastern policy, 2009-2014 Member of the European Parliament and Head of Delegation to the EU-Ukraine Parliamentary Cooperation Committee. In 2012 he founded the Energy for Europe Foundation. He researches and publishes on the topics of transition in Central Europe and the USSR and Eastern policy. He has held guest lectures in Ukraine, the USA, Canada and China, among others. He is a columnist for Rzeczpospolita and Dziennik Polski.
Tomasz Grzegorz Grosse
Sociologist, political scientist and historian. He is a professor at the University of Warsaw. He specializes in the analysis of economic policies in the EU and the Member States, as well as in public management, geo-economics, Europeanisation, EU theoretical thoughts. He recently published: “Four Dimensions of Integration” (Sejm Publishing House 2021), “Post-crises Europe” (The Polish Institute of International Affairs, 2018), “Searching geo-economics in Europe” (Polish Academy of Science, 2014) and edited the books: “European Union Policies at the Time of Crisis” (Scholar 2016), “The Many Faces of Crisis. Graduate of the Faculty of Cybernetics, WAT (1969), Doctor of Technical Sciences (WAT,1975), Habilitated Doctor of Military Sciences (ASG WP, 1980), Full Professor of Military Sciences( 1986). Since 2016 he has been a professor at the Military University of Technology (at the Faculty of Cybernetics and then at the Faculty of Security, Logistics and Management). From 1990 to 2016, he was the director of the Institute of Security Systems Engineering at the National Defence Academy, vice-rector of the AON for didactic affairs, and of the Warsaw University of Information Technology (WWSI), deputy director of the Department of Personnel and Military Education of the Ministry of Defence. Member of, among others, the Euro-Atlantic Association, the Polish Society for Cooperation with the Club of Rome, the Polish Society for Operational and Systems Research (vice-president since 2007), the Polish Cybernetic Society (president since 1988), the Polish Economic Society, the Polish Information Technology Society. He managed the Information Society Research Centre at WWSI. He was a supervisor of 60 doctoral theses. Author of 15 books and over 400 scientific and popular papers devoted to cybernetics, computer science, system analysis and systems engineering, organisation and management, information society and cyber security (among others "Information society. Szanse zagrożenia, wyzwań"/co-author T. Goban-Klas/, "Inżynieria systemów bezpieczeństwa", "Analiza systemowa", in preparation "Bezpieczeństwo cybernetyczne"). Honoured for scientific and didactic activity among others: Award of the Minister of National Defence(1983), Award of the Secretary of the Faculty of Technical Sciences of the Polish Academy of Sciences, 1st Karol Adamiecki Award for the best work in the field of organisation and management, entry in the Honorary Book of the Polish Army, Award of the Minister of National Defence for lifetime achievement, Knight's Cross of the Order of Polonia Restituta, Medal of the Commission of National Education. He holds Czech, Ukrainian and French awards of honour.

Head of the Department of International Relations and Security at the John Paul II Catholic University of Lublin. Political scientist and sociologist. Studies at the Catholic University of Lublin and at Oxford University. Traineeships at the European Parliament (1988) and the European Commission (1992). Research fellow at the Royal Institute of International Affairs in London (1991/1992) and, since 1993, at the Catholic University of Lublin. Lectures and research stays at many university and research centres in Europe and the USA, including Oxford University, KU Leuven, Universidad de Alcalá, Università degli Studi di Firenze. Expert cooperation with, among others, the Royal Institute of International Affairs in London, the Representation of the European Commission in Poland (member of Team Europe), the Allied Command for Transformation (NATO) in Norfolk (USA). Morgan Bazilian, PhD
Morgan Bazilian is the Director of the Payne Institute for Public Policy and Professor at the Colorado School of Mines. Previously, he was Lead Energy Specialist at the World Bank. Dr. Bazilian holds a Ph.D in energy systems, and was a Fulbright fellow. Michelle Michot Foss, PhD
Michelle Michot Foss, Ph.D., is the fellow in energy, minerals and materials at Rice University's Baker Institute, developing policies and conducting research to help build capacity on non-fuel minerals supply chains. She has nearly 40 years of experience in senior positions in energy (oil, gas/LNG, electric power) and environmental research, consulting and investment banking, with early career exposure to mining and mined land reclamation.
Over the past three decades, Michot Foss developed and directed research on energy value chain economics and commercial frameworks to support worldwide investment while serving in several positions at The University of Texas at Austin and the University of Houston. She previously served as the chief energy economist and head of the Bureau of Economic Geology’s Center for Energy Economics at the University of Texas at Austin. She was also a UH Shell Interdisciplinary Scholar with grants on North American gas and power integration and national oil companies. Her career research highlights include reviewing oil, gas and minerals markets for local, national and international government bodies, including the Texas Comptroller, U.S. Energy Information Agency, U.S. Department of Energy, World Bank, Japan’s External Trade Organization and other institutions.

dr Artur Kopijkowski-Gożuch
Director of NCAE Office Polskie Sieci Elektroenergetyczne S.A. Responsible for the area of strategic analyses in the field of energy transition (power, gas, fuel and environmental sectors). In cooperation with the Gas Transmission System Operator and PERN, he coordinates works aimed at developing concepts, analyses, studies, methodologies, forecasts, reports and tools, as well as implementing research projects for the purpose of setting directions for energy transformation, including the construction of the national energy balance model enabling the implementation of goals and challenges resulting from the need to ensure long-term energy security. Szymon Byliński
Szymon Byliński is Director of the Department of Electromobility and Hydrogen Economy at the Ministry of Climate and Environment, a graduate of the National School of Public Administration. As an employee of the Ministry of Economy and then the Ministry of Energy, he was responsible for fuel market regulations, alternative fuel infrastructure and fuel quality. He was the Chairman of the Ministerial Team for Fuel Quality and Alternative Fuels. He is a co-author of key documents for the development of electromobility in Poland: the Act of 11 January on Electromobility and Alternative and alternative fuels, the National Framework for Alternative Fuel Infrastructure. Currently, as the Department Director, he is responsible for the regulation of the electromobility market and for the Polish hydrogen strategy.
Prof. Kari Liuhto
K. Liuhto received his Ph.D. from the University of Glasgow, the United Kingdom, in 1997, and the degree of Doctor of Science from the Turku School of Economics, Finland, in 2000. Liuhto was nominated as a tenure professor in International Business at the Lappeenranta University of Technology in the year 2000, and he has been Director of the Pan-European Institute at the University of Turku since 2003 and Director of Centrum Balticum Foundation since 2011. Professor Liuhto has been involved in several projects funded by the European Commission and various Finnish ministries. Dominik P. Jankowski
Security policy expert, diplomat and think-tanker. He currently works as political advisor and head of the Political Section at the Permanent Delegation of Poland to NATO. Previously he worked, among others, as head of the OSCE and Eastern Security Division at the Ministry of Foreign Affairs of Poland and head of the Strategic Analysis Division at the National Security Bureau. He started his career at the General Staff of the Polish Armed Forces. His publications, including in the field of energy security and the impact of climate change on security, appeared in more than 20 countries around the world. Jarosław Dybowski

prof. dr hab. Piotr Mickiewicz
Associate professor, political scientist and historian of recent history currently employed at the Institute of Political Science, University of Gdańsk. Editor-in-chief of the “Yearbook of International Security” and vice-president of the Polish Geopolitical Association. His main research interests include issues of political-military influence of states and non-state actors on the sea basins and Russian energy policy as an instrument of political-economic expansion. Prof. Dr. Markus C. Kerber
professor of public finance and political economy at the Technology University Berlin. He was visiting professor of defense economics at Sciences Po Paris. Since 2015 he teaches this topic at University Paris II. From 1999 – 2001 he was a visiting lecturer at the Chief of Staff Bundeswehr Academy. Kerber is a lawyer shuffling between Berlin, Paris, Brussels and London. His activities also included senior positions in investment banks in London and Paris. Kerber published numerous articles on public finance, corporate finance, antitrust law and European law. Under his responsibility, several complaints against European stability mechanisms (EFSF, ESM, OMT) as well as against banking union and the Lisbon treaty have been initiated in the German Constitutional Court and also in the European Court of Justice. Holder of the Fulbright Commission Scholarship and the NAWA Scholarship for Outstanding Young Scientists of the Ministry of Science and Higher Education. Polish representative in States Representatives Group, Fuel Cell and Hydrogen Joint Undertaking in Brussels. On 31.12.2020 appointed by the Minister of Climate and Environment as a coordinator of the working group for the development of the national hydrogen economy value chain, working for the implementation of the provisions of the Polish Hydrogen Strategy (PSW). He led an interdisciplinary team preparing an analytical document supplementing the PSW Analysis of potential of hydrogen technologies in Poland until 2030 with a perspective to 2040. Tomasz Kijewski graduated from international relations at the University of Lodz (scholarship at the Center for Transatlantic Studies in Maastricht, the Netherlands) and post-graduate studies at the National Defense University in Warsaw. Graduate of the national security study program (PASS) at the George C. Marshall European Center for Security Studies (Garmisch-Partenkirchen / Washington DC). He completed a course at the International Energy Agency in Paris and was an International Visiting Advisor on Energy in Calgary. For many years he served as a diplomat actively promoting Polish interests in North America. The areas of Tomasz's expertise include hybrid warfare and asymmetric conflicts, counter-terrorism, and energy security. He is currently preparing his doctoral dissertation (PhD).

As Country Manager of KEMA (currently DNV-GL), he provided consultancy for the energy sector in Portugal and abroad. Nuno closed more than 90 million Euros in mergers and acquisitions of energy assets in Europe and established more than 10 joint-ventures and greenfield operations in Europe and the United States of America. During three years in the Ministry of Economy as Director of the Cabinet for Strategy and Studies, he worked in public policies, including Innovation, Sustainable Development and Economic Growth. An expert in Security Management in Play. A graduate of Doctor of Business Administration and Executive Master of Business Administration studies organised by Collegium Humanum in partnership with Apsley Business School in London. In addition, he is a graduate of the Military University of Technology, the Higher Police School in Szczytno and Collegium Civitas. At the National Defence Academy, he completed doctoral studies in the field of public institution management and obtained a doctoral degree on the basis of a dissertation entitled "Managing the security of public persons". D. thesis entitled "Managing the security of public persons". He gained professional experience, among others, in Polskie Sieci Elektroenergetyczne, where he built a technical protection department. He served in engineering troops, armoured troops, Special Unit of Military Gendarmerie and in the Government Protection Bureau. He commanded sub-units within international military missions outside the country. He was repeatedly decorated for carrying out complex mandated tasks and supporting allied sub-units. He was a member of international expert groups on terrorist threats. He is the author of a number of solutions for the cooperation of state services, which have been successfully implemented. His research interests focus on security management. He tries to combine knowledge from various fields of science in order to analyse available models and create new ones.

Colonel Jarosław MOKRZYCKI graduated from Wyższa Szkoła Oficerska Wojsk Zmechanizowanych in Wrocław, 3-year studies at the National Defence Academy
in Warsaw, Joint Forces Staff College in Norfolk (USA) and postgraduate studies at the Academy of Military Art and Leon Koźmiński Academy. He is a graduate of many foreign and domestic specialist courses. He took up his first post - commander of a mountain infantry platoon - in the 21st Brigade of Podhale Rifles in Rzeszów in 1993. Then he became a specialist, department and division chief in the Land Forces Command planning allied commitments and coordinating international cooperation of the Land Forces in the Land Operations G3 and Land Forces Development G5 boards.
In 2014, he assumed the duties of Deputy Commander of the 21st Podhale Rifle Brigade in Rzeszów, which he held until 2017, for the last year as Commander. From 2 July 2018, by the decision of the Minister of Defence, he took up the post of Director of the Centre for Doctrine and Training of the Armed Forces in Bydgoszcz.
Magdalena Król, PhD Eng.
Proxy and manager of Department of Energy Technology in KGHM CUPRUM CBR. Associated with KGHM since 2013, where in KGHM CUPRUM she manages the Department of Energy Technologies. Graduated from Wrocław University of Technology, where she received her PhD degree and conducted research on porous materials for supercapacitors. She has been working in the mining industry for 12 years, earlier in "POLTEGOR -INSTYTUT" IGO in Wrocław, where she conducted projects related to pressure gasification of coal and biomass towards hydrogen production. Together with her team, she carries out R&D and implementation work for KGHM in the following areas: innovative methods of energy processing, alternative methods of mining and use of natural resources, generation of RES, energy storage and waste heat. In addition, she actively supports the Company's cooperation with the scientific community, inter alia as a coordinator of the Implementation Doctorate Programme of KGHM Polska Miedź S.A. Author and co-author of more than 40 unpublished reports on work for industry and more than a dozen of scientific articles published in books and scientific journals, also carries out research projects (NCBR, RFCS, NCN).
Arkadiusz Krakowiak
Director of the Market Monitoring Department at the Energy Regulatory Office, responsible for, among others, monitoring of transactions concluded on the wholesale electricity and gas market for market abuse, monitoring of investment plans of generators and conducting analyses related to the functioning of fuel and energy markets. It also cooperates with the Agency for the Cooperation of Energy Regulators (ACER) and regulatory bodies of the European Union member states in matters of competition and consumer protection, as well as the competent authority in matters of financial market supervision. In the Energy Regulatory Office since 2018, in 2020-2021 he was Deputy Director of the Market Development and Consumer Affairs Department of the Energy Regulatory Office. In 2008-2017 he was associated with ENEA Capital Group, and in the period 1997-2008 with Kozienice Power Plant, mainly in managerial positions related to energy trade. A graduate of the AGH University of Science and Technology in Kraków, he also completed postgraduate studies in business (Jagiellonian University in Kraków), economic problems of the power industry transformation (Warsaw School of Economics) and electricity trading management (University of Trade and Services in Poznań). He received a doctoral degree in security sciences at the Police Academy in Szczytno, defending with distinction a dissertation on limiting the consequences of terrorist attacks in public buildings. He gained professional experience in units of aeromobile forces and field and special units of the Military Police. He completed a number of courses and trainings, including a specialist course for air force police officers in the USA and a course for police operations commanders and police negotiators. He performed the tasks of a negotiator in the Military Police and managed preventive actions during the security of military ceremonies and undertakings.
